How to Calculate US Import Duty

Updated 2026-10-01 · planning estimates

US import duty is calculated on the customs (FOB) value using the rate for the product's exact HTS code, then additional country layers are stacked. A simple version:

  1. Classify the product to its 10-digit HTS code and read the MFN rate.
  2. Add origin layers — Section 301 for China, and any security/forced-labor base.
  3. Add Section 232 if the category is covered.
  4. Add MPF (0.3%, capped) and, for ocean cargo, HMF (0.1%).

Landed cost = value + duty + MPF + HMF, before freight, insurance and broker fees. Our free calculator does this from a plain product description.
