What Is the Harbor Maintenance Fee (HMF)?

The Harbor Maintenance Fee is charged on cargo arriving by ocean only, at 0.1% of value. Air, truck and rail shipments pay no HMF. It funds maintenance of US ports and is charged in addition to duty and MPF.
Because it is a fixed ad-valorem percentage, the larger the ocean shipment, the larger the HMF — there is no cap as there is for MPF.
